Home Information Packs
Home Information Packs (HIPs) are intended to improve the home buying and selling experience and to reduce the carbon emissions from homes. The HIP will ensure that key information about a property is available to buyers and sellers early in the home buying and selling process. The HIP may document any potential problems with regard to the property ensuring any issues can be dealt with at the outset. Provision of searches upfront will also help to speed up the process and reduce the risk of delays.
From 6 April 2009, it will be unlawful for the marketing of a property to begin unless a HIP is available. The following documents are a minimum requirement before marketing can begin:
- Index
- Property Information Questionnaire (PIQ)
- Energy Performance Certificate or Predicted Energy Assessment
- Sustainability Certificate (new homes only)
- Sale Statement
- Land Registry Documents
The PIQ must be filled in by the vendor before putting the property on the market, see blank form available here. The form can be filled in and emailed or posted directly to us.

> What is a Home Information Pack?
A Home Information Pack provides the buyer and seller of a property with useful information about the property and will include the Energy Performance Certificate, searches and a range of legal documents which are necessary parts of the home buying and selling process.
> Do all properties need to have a Home Information Pack?
The following types of property do not require a HIP:
- Properties where there is no marketing.
- Non-residential properties.
- Mixed sales (e.g. shop with flat).
- Right to buy and similar sales.
- Sales of portfolios of properties.
- Properties not being sold with completely vacant possession.
- Unsafe properties and properties to be demolished.
- Properties subject to a condition limiting their use to occupation for less than 11 months per year or holiday accommodation.
> What information will a HIP provide?
The following is provided for all freehold properties:
- Index
- Energy Performance Certificate (EPC)
- Sale Statement
- Official copies of the Registers
- Official copy of the Title Plan
- Where appropriate copies of any lease or licenses
- Local land Charges Search
- Local Authority Search
- Drainage & Water Search
For leasehold properties, the above will be provided as well as details of any alterations to the proposed lease or regulations and a summary of any works being proposed or undertaken that affect the property.
> What will happen if my property is eligible for a Home Information Pack and I don't commission one?
Provision of a Home Information Pack is a legal requirement and you could face a fine if you do not comply with regulations.
